Berkeley County is a Phase II MS4 (Municipal Separate Storm Sewer System) community. Berkeley County PSSD’s Stormwater Management Plan (SWMP) was submitted to WV DEP March 28, 2017 and was approved May 24, 2017. The SWMP document outlines the District’s program to develop, implement, and enforce a stormwater management program designed to reduce the discharge of pollutants to the maximum extent practicable, to protect water quality, and to satisfy the appropriate requirements of the Clean Water Act in accordance with the West Virginia Department of Environmental Protection’s Phase II Program. The SWMP addresses 6 Minimum Control Measures (MCMs) as required by EPA and state regulations. The WV DEP NPDES Permit coverage area is intended for the County with the exception of the City of Martinsburg’s corporate limits. The 6 MCMs are:

3. Illicit Discharge Detection/Elimination
4. Construction Site Runoff Control
5. Post Construction Runoff Control
6. Pollution Prevention/Good Housekeeping
BCPSSD complete SWMP has been reviewed and received final approval by WV DEP.
